Nepal Law Society has suggested the Constituent Assembly (CA) to adopt directly-elected prime minister as head of government in new federal structure.


Submitting a suggestion letter to CA Chairman Subas Nembang on Wednesday, NSL has suggested including provision of academic qualification for those holding key government positions such as Prime Minister, President and Member of Parliament and leaders of political parties. “All head of governments from local to central government should be directly elected ,” reads the suggestion letter.

The draft constitution has a provision to have a prime minister elected from House as the head of government and a ceremonial president as head of the government. CPN-UML, which had initially proposed to go for directly-elected prime minister as chief executive head, and UCPN (Maoist), which was in favour of directly-elected president as the head of government, had come to terms with Nepali Congress stance to adopt parliamentary system.

But during the public feedback collection campaign, a majority of the people have suggested CA to go for directly elected executive head, arguing that the parliament-elect prime minister would be less effective in delivering works and political instability will continue in countries passing through transition like Nepal.
